NIA inaugurates Labbac Small Irrigation Project in Sanchez Mira, Cagayan

NIA R2 – Under the management of Regional Manager Raymundo B. Apil has recently completed the P 10,000,00.00 worth of Small Irrigation Project in Namuac, Sanchez Mira, Cagayan through the Cagayan Batanes Irrigation Management Office headed by Division Manager Gileu Michael O. Dimoloy. Led by NIA - Sr. Deputy Administrator Abraham B. Bagasin, Labbac Small Irrigation Project in Sanchez Mira, Cagayan was inaugurated on October 1, 2021, held at Namuac, Sanchez Mira, Cagayan.

Labbac SIP is part of the existence of Namilagan Communal Irrigation System which became officially NIA Assisted in 1980’s. The constructed dam of Namilagan CIS was turned over to the Irrigators Association last July 6, 1981. It has a Firmed-Up Service Area (FUSA) of 122. 79 hectares with 78 farmer beneficiaries. Like other CIS in Sanchez Mira, Cagayan the system was originally a Private Zanjera – (local term of farmers who organized themselves to operate and maintain a privately constructed irrigation system). From the 122.79 hectares, there are 40 hectares non-operational or considered by the farmers as rainfed area and they called it “Sector Labbak”.  – it was named after the creek as the source of water.

The project cost catered the Construction of Diversion Dam, Canalization Works, Canal Structures, Terminal Facilities and Access Road. FBS Engineering Construction finished the project 77 days ahead of schedule.

Attended the inauguration were, officers and members of Grande Sanchez Mira Farmers Association, Inc. headed by President Franklin A. dela Cruz, SMLCI President Fernando G. Cristobal, all CIS Presidents (NIA Assisted) of Sanchez Mira, Namuac Barangay Officials headed by Brgy. Captain Fernando A. Guiang, CBIMO Head Office employees led by Mr. Victorio F. Urbina, Engr. Minda A. Battung of East Apayao Abulug Irrigation System, and representatives from the FBS Construction.

President Dela Cruz expressed his gratitude to the National Irrigation Administration for providing them this kind of project. “Sapay ta adun tu pay nga proyekto iti maisagut kadakami lalo dagidiay ma lining-an nga dumalan ti pagtatalunan ti baba”, he also added.

In his speech, BGen Abraham B Bagasin (Ret), NIA-Senior Deputy Administrator recognized all the hard work of NIA employees who are committed to uplift the lives of the Filipino farmers despite the unclear situation brought by the COVID-19 pandemic. “Nakita namin yung pangangailangan ng mga magsasaka. Ang sarap sa pakiramdam na alam mong nakakatulong ka”, he also said.

He also thanked the Contractors, LGU and most especially the farmers.
