          Cauayan City - The National Irrigation Administration (NIA) will launch the World Bank -assisted Participatory Irrigation Development Projects (PIDP) on October 13, 2009 at NIA Regional Training Ceneter, Solana, Cagayan, NIA official said.

          Spearheaded by PIDP Management Office from Central Office, the project launching will include Regions I, II, III and CAR for North Luzon Area and participants are officials from the Regional Offices, Irrigation Managament Offices composed of Provincial Irrigation Officers, Irrigation Superintendents and Presidents of Irrigators Association, it was learned.

          Regional Manager Vicente E. Galvez of NIA Region 2 said PIDP is the latest multi-million foreign-assisted projects of NIA focused on the improvement of existing National Irrigation Systems (NIS). Following strict guidelines in the selection of projects into Core A and Core B. Core A are projects that needs major repair of facilities like Dam/Head structures, Main Canal, Laterals and irrigation structures and appurtences. Core B are those with minor repairs, it was gathered.

          Included in the rehabilitation and restoration of the irrigation systems is the Irrigation Management Transfer Program. Farmers will be deeply involved in the institutionalization of their Irrigators Association. They will be immersed into an intensive training that will prepare them in the eventual transfer of the irrigation system under their control and management.

          Earlier, a Seminar Workshop was held to provide stakeholders and bebeficiaries new policies, directions and orientation on the enhanced processes and activities in the managment of irrigation systems under the concept of NIA Rationalization Plan, the Irrigation Management Transfer (IMT) program and the Participatory Irrigation Development Project, afterwhich, it drafted the Five Year Medium-Term Plans and Programs CY 2009 - 2014.

          The workshop signals the preliminary implementaion of PIDP in the region. Projects under Core A are: Banurbur CIS in Buguey, Dummun RIS in Gattaran, Zinundungan RIS in Lasam, East Abulug-Apyao IS in Allacapan, Visitacion IS in Gonzaga all in Cagayan. Mallig RIS in Mallig, Isabela and Bagabag IS in Bagabag, Nueva Vizcaya. Under Core B are San Pablo-Cabagan IS and Tumauini IS in Isabela, Magapit PIS in Camalaniugan, Solana PIS, Lower Chico RIS in Tuao, Buas RIS in Gonzaga and Iguig-Alcala-Amulung PIS all in Cagayan.

          Sisteen projects in all that will likely place Region 2 in the most advantageous position as the rpime producer of palay in the country. This also include Magat RIIS in Isabela which included in the PIDP B category.
