The goal of the agency is to deliver a quality project, executed according to contract documents, on time and on budget. To overcome obstacles during the implementation, an effective, and efficient pre-construction conference shall be conducted.
On March 15-17, 2022, the National Irrigation Administration-Region 02 under the management of Regional Manager Raymundo B. Apil through the Cagayan-Batanes Irrigation Management Office headed by the Acting Division Manager Minda A. Battung, conducted Pre-construction Conferences for the eight-8 Solar Pump Irrigation Projects and one (1) Restoration of Communal Irrigation Project to be implemented in the Municipality of Sanchez Mira, Cagayan for CY- 2022. The said activity was scheduled to discuss the projects in detail. Every aspect of the project shall be evaluated and discussed to minimize issues later during construction.
The projects discussed were, (March 15, 2022) Nanguloan Solar Pump Irrigation Project, Dammang Solar Pump Irrigation Project, and Restoration of Pataga Communal Irrigation System, (March 16, 2022) Callungan Solar Pump Irrigation Project, Dacal Solar Pump Irrigation Project, Masisit Solar pump Irrigation Project, (March 17, 2022) Marzan Solar Pump Irrigation Project, Dagueray Solar Pump Irrigation Project, and San Jose-Bacsay Solar Pump Irrigation Project.
The content of the Construction MOA between the NIA and the recipient IA was among the matters discussed during the said meeting. Responsibilities of both parties were given emphasis to facilitate the smooth flow of project implementation. Project details, plans and specifications including the construction period were properly presented. Questions and clarifications were entertained to make things clear for the farmer beneficiaries. Commitment of the contractors, cooperation of the IA recipients and all others concerned who has a vital role with the project implementation were solicited to put up and complete the projects on time.
The pre-construction conferences were attended by the Acting Division Manager- Engr. Minda A. Battung, EOS Chief- Engr. Geffrey B. Catulin, Head of the Planning & Design Unit-Engr. Jayron Duran, PIC’s of the SPIP and CIP - Engr. Alberto Apostol III, Engr. Dan Michael Paguirigan, and Engr. Ferdinand Buslig , Supervising IDO Mr. Froilan C. Ramirez, IDOs-Ms. Armeda A. Ganapin, Ms. Nelmay Elaine C. Lucas, Jesamie V. Gabriel, CBIMO PR Team headed by Ms. Ronalyn U. Pang-itan. Also, in attendance were, Atty. Virgo Gulan, Legal Officer of NIA Region II, LGU/Municipal Agriculture Office Representatives - Mr. Ridel T. Cabulisan and Mr. Paul Sienda, Contractors representatives, Ms. Harumi Toyota and Michael Tenedor.
