BAYOMBONG, Nueva Vizcaya – The National Irrigation Administration-Nueva Vizcaya Irrigation Management Office (NIA-NVIMO) successfully conducted the Turnover Ceremony for the Kailo Communal Irrigation System (CIS) on February 12, 2025, at Purok 7, Paitan, Bayombong, Nueva Vizcaya.
The ceremony was attended by key stakeholders, including the Inter-Tribal CARP Beneficiaries Irrigators Association, Inc., led by IA President Mr. Edwin Sabino and Ms. Vergita Makiling, who delivered the opening message. Also present were NIA-NVIMO representatives: Engr. Felipa S. Sumer (Division Manager), Engr. Eden Shiela S. Aliaga from the Construction Management, and personnel from the Institutional Development.
In her speech, Engr. Sumer emphasized the indispensable role of farmers in ensuring the nation’s food security, stating: “Nu awan ti agtalon, awan met iti kanen ti milyones nga Filipino.”
("Without farmers, millions of Filipinos would have no food.")
The project, implemented under Contract No. INFRA-NCB-NVIMO-01-24, involved the construction of a 4-inch thick CHB canal lining and appurtenant structures to enhance irrigation efficiency. Monte Construction and Supply successfully completed the project, delivering 0.525 kilometers of canal lining and installing two appurtenant structures under the Resto CIS funding source.
This improved irrigation system now serves 110 hectares of farmland, benefiting 108 farmers by ensuring more reliable water distribution. With enhanced irrigation, farmers can expect higher crop yields and increased agricultural productivity.
This milestone reaffirms NIA’s commitment to empowering farmers through sustainable irrigation infrastructure, fostering agricultural growth, and strengthening food security in Nueva Vizcaya.
